Corporate Group

The two Research Councils, the A*STAR Graduate Academy and Exploit Technologies Pte Ltd, are supported by the Corporate Group, which comprises departments in support functions such as Corporate Communications, Finance, Human Resource and Legal.

The Corporate Group is also responsible for the development of corporate-wide management policies and guidelines, and provide advice on implementation measures across A*STAR, its Research Institutes and Exploit Technologies Pte Ltd.

Officers in the Corporate Group work in the various departments as follows:

Administration Department
The objectives of the Administration Department are:

  • To provide full spectrum of essential office services to A*STAR.
  • To administer the procurement of all goods & services required by A*STAR, provide advice on procurement matters and ensuring full compliance to the Procurement Policies & Procedures.

Corporate Communications Department
The objectives of the Corporate Communications Department are:

  • To develop and implement effective media and marketing strategy to enhance the profile of A*STAR and Singapore in science, technology and research.
  • To develop and implement science communication programmes to create interest in science.
  • To implement a coordinated media strategy across A*STAR, Councils and Research Institutes.

Finance Department
The objectives of the Finance Department are:

  • To provide full range of financial management services to A*STAR and Exploit Technologies Pte Ltd.
  • To develop financial policies and guidelines for implementation across A*STAR entities as well as the Research Institutes and Centres.

IT Department
The objectives of the IT Department are:

  • To support A*STAR through the creative and effective exploitation of Information Technology.
  • To coordinate planning and development of Information Technology systems across A*STAR and the Research Institutes and Centres.

Audit Department
The objective of the Audit Department is to provide an independent, objective assurance and consulting activity designed to add value and improve an organization's operations. It helps an organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. (Per Standards for the Professional Practice of Internal Auditing)

The Audit Department reports directly to the Audit Committee and administratively to the Managing Director of A*STAR.

Human Resource Department
The objectives of the Human Resource Department are:

  • To attract and retain the best for A*STAR to help the Board to achieve its mission by implementing effective HR practices.
  • To develop HR policies and guidelines for implementation across A*STAR entities as well as the research institutes and centres.

Legal Department
The objectives of the Legal Department are:

  • To provide advice to A*STAR on all matters with legal implications.
  • To leverage on external legal advice for specialist areas wherever appropriate to serve the legal interests of the organisation effectively.

Planning & International Relations

For Policy:

  • To assist in developing corporate policies on strategic issues such as intellectual property rights, taxation, technology transfer and human capital development.
  • To establish knowledge and expertise in science, technology and innovation policy.

For Planning:

  • To support corporate plans and strategies development to further the mission of A*STAR.
  • To develop appropriate S&T indicators and undertake surveys to measure Singapore's progress in S&T.

For International Policy:

  • To foster international science and technology relationships together with Research Councils.
  • To coordinate participation in multi-lateral forums such as ASEAN COST, APEC Science and Technology Fora, as well as bilaterial government-to-government agreements.
