IP & Licensing 

A*STAR's policies on the ownership and use of intellectual property (IP), including IP used in or derived from collaborative projects, are based primarily on the need to:

• safeguard our Research Institutes' (RIs) freedom to operate
• facilitate technology transfer to industry for public benefit.

As A*STAR is a publicly funded research organization, a key aim is the transfer of IP to industry in order for it to be translated to products and services and result in economic benefit for the nation. IP created and developed solely by A*STAR without contribution from collaborators is owned by A*STAR. However as A*STAR's innovations are fully funded by public monies, the license of such IP to industry is usually tied to a fee or royalty to reflect a return on the investment.

A*STAR owns the IP created by employees of A*STAR RIs in the course of their employment, and undertakes the responsibility of tracking, protecting and licensing the IP. A*STAR takes this responsibility seriously. One reason for this is to encourage innovation by our RIs. To provide incentives for employees to create IP with industrial or commercial applicability, A*STAR has a sharing policy where the inventors stand to benefit from the fruits of the commercial exploitation of the IP. Currently inventors receive one-third of the net licensing revenue derived from the transfer of A*STAR IP to industry.
