State Courts and A*STAR’s Institute for Infocomm Research (I2R) collaborate to develop Real- Time Speech Transcription System for use in Courts

A*STAR Institute for Infocomm Research (I2R) is developing a Speech Transcription System (STS) with the State Courts for the transcribing of oral evidence and delivery presented in the Courts.

This STS will enable the real- time transcription of the oral evidence and proceedings with the courtrooms. It will also provide instant access to the recorded evidence to all participants as the transcripts can be displayed immediately on individual computer monitors during the court proceeding.
 
Currently, all transcriptions can only be carried out after event and will take an external service provider about seven days to complete it. With this STS, Judges, prosecutors and defence counsel can access the recorded evidence immediately, allowing more effective participation by the parties. It is also useful when the witness cannot be heard clearly or when the speaker gives unclear or inconsistent evidence. Clarifications can be sought immediately.

The project will be carried out in two phases. The first phase is the Proof of Concept which is expected to be completed by early 2019. The second phase will be the full implementation of a speech transcription system in all the courtrooms in the State Courts Towers which will be in operation in 2020.
