Establishment of the National Metrology Centre (NMC) under the Singapore Institute of Standards and Industry Research (SISIR)

1985

Phase 1 of the Metrology Development Programme upgraded the laboratories with new equipment

1986

Phase 2 of the Metrology Development Programme initiated to expand facilities (1986-1988)

1987

NMC moved to new premises in Singapore Science Park I

1989

Established the water triple point cell, NMC’s first primary measurement standards for direct traceability to the SI

1990

Established a high voltage laboratory

1992

Developed a 1 V Josephson array voltage standard system under the project "Harmonization of Voltage Metrology in ASEAN Member Countries" sponsored by UNIDO and UNDP

Phase 3 of the Metrology Development Programme initiated to establish new measurement standards (1992-1995)

1994

Singapore acceded to the Metre Convention

Established the humidity measurement standard

Established the fixed point temperature measurement standard

1995

Realisation of the SI unit for length, the metre, through iodine stabilized HeNe lasers at 633 nm and 543 nm

Established a 10 V Josephson Array Voltage Standard system as the primary voltage standard

1996

Phase 4 of the Metrology Development Programme initiated to develop new primary standards, and establish measurement assurance and metrology expertise (1996 - 2001)

Appointed as pilot laboratory for an Asia Pacific Metrology Program (APMP) DC Voltage Comparison (1996 - 1997)

Re-organised under Productivity and Standards Board (PSB)

1997

Developed and patented a capacitive oil tester calibrator

1998

Developed blackbody fixed point temperature standards

1999

Signatory to the CIPM Global MRA

Established the Singapore Standard Time (SST) and an automated computer time service for the dissemination of the SST

NMC appointed to chair the APMP Technical Committee on Electricity and Magnetism (1999-2002)

NMC appointed to chair a Technical Committee under the International Commission on Illumination (CIE) for characterisation and calibration of UV radiometers

Appointed as pilot laboratory for APMP Humidity Measurement Standards Comparison

2000

Developed the quantized Hall primary resistance standards

Developed the primary gas flow standard for low and medium range gas flow

Established the vibration primary standard

Developed the fixed point temperature standards for standard grade thermocouple

Established the primary standard radiation thermometer

Established the primary standard laser interferometer mercury manometer

Singapore became a member of the Consultative Committee for Electricity and Magnetism (CCEM)

2001

Developed the micro calorimeter for microwave power measurement

Established the a cryogenic radiometer primary standard for optical radiation measurements

Developed the primary force standard

Established a primary electrical power measurement system

Established an internet-based service for the dissemination of Singapore Standard Time

Developed the reference standards for radio-frequency voltage measurement

Provisional Calibration and Measurement Capabilities (CMC) published on the BIPM Key Comparisions Database (KCDB)

Singapore became a member of the Consultative Committee for Thermometry (CCT)

2002

Realisation of SI base unit for light intensity - the candela - by trap photometers

Completed a new annex laboratory for the primary resistance standards and impedance standard

Developed ac-dc transfer standards and measurement systems on planner multi-junction thermal converters

Coordinated the APMP comparison on irradiance responsivity of UVA detectors, the first such comparison in the world, involving  seven national metrology institutes

2003

Obtained the primary mass standard, the Prototype Kilogram designated as No. 83, from the BIPM

Realisation of the SI unit of ohm by the quantized Hall resistance standard system

Developed measurement systems to link the unit of capacitance to quantized Hall resistance standard

Singapore hosted the 19th APMP General Assembly and Technical Committees meeting

Elected to chair the APMP

Appointed to chair the APMP Technical Committee on Photometry & Radiometry (TCPR)

Established calibration method for thermal imagers used for measuring body temperature during the SARS outbreak

2004

Involvement in developing the world's first technical reference on thermal imagers and their applications

The 5-year Metrology Roadmap initiated to establish a robust physical measurement infrastructure for new growth industries in electronics, biomedical sciences and engineering, infocomm technologies, micro-electromechanical systems (MEMS), nanotechnology and photonics (2004 - 2008)

Elected as member of Executive Committee and treasurer of APMP

Developed a primary ultra-high vacuum standard

NMC re-organized under SPRING Singapore

2005

Successful completion of international peer reviews on NMC's quality system and technical competence

NMC elected as member of Executive Committee and treasurer of APMP

Calibration and measurement capabilities accepted into the BIPM database under the CIPM Global MRA

Developed a primary vibration standard

Developed a primary acoustic standard

2006

Developed nanometrology capabilities in dimensional measurements.  Set up a large range metrological atomic force microscope for nanoscale measurement and a micro coordinate-measuring machine (CMM) for 3D measurement of small objects

Singapore became a member of the Consultative Committee for Photometry and Radiometry (CCPR)

Developed a primary micro- to nano-fluid flow standard

2007

Developed a hydrogen maser system as a primary time and frequency standard

Singapore became a member of the Consultative Committee for Length (CCL)

Appointed as the Chairman of the CCEM Working Group for RMO Coordination (CCEM-WGRMO)

Elected as the member of Executive Committee and treasurer of APMP

Appointed to chair the APMP Technical Committee for Length (TCL)

2008

NMC was transferred from SPRING Singapore to the Agency for Science, Technology and Research (A*STAR) with effect from 1 January 2008

2010

NMC and Health Sciences Authority (HSA) co-organised the Consultative Committee for Amount of Substance (CCQM) Working Groups Meeting, Workshop and Symposia, held for the first time in Singapore

2011

Successful completion of international peer reviews on NMC's quality system and technical competence

Established the gas metrology standards and laboratory

2012

Successful completion of Solar Radiometry project and started providing one-stop services for solar photovoltaic (PV) cell calibration, testing and characterization to the solar cell research community and industry users since June 2012.

2013

Elected as the member of Executive Committee of APMP.

2014

NMC signed a RCA with Mogas Flow Lab to establish a R&D lab to develop bunker fuel-based Primary Liquid Flow Standard and a Heavy Hydrocarbon Calibration Rig, to establish key industry measurement standards for bunker fuel

Hosted the ASEAN Expert Group on Metrology Meeting
