Refresher Course for Bunker Surveyors and Bunker Cargo Officers

(Maritime Port Authority of Singapore (MPA) approved course.  A mandatory course for Bunker Surveyors and Cargo Officers)


The National Metrology Centre and Metcore International Pte Ltd are jointly organizing a 2-day course for Bunker Surveyors and Cargo Officers, for them to be updated on Mass Flow meter (MFM) set-up, zero setting, integrity assurance documentation, approval process and dispute management per TR 48: 2015 for bunkering and to enhance the professionalism and marine safety of participants.



Mass Flow Meters (MFMs) will be mandatory for use in bunkering from 2017 onwards. 
The Technical Reference (TR48:2015) for Bunkering Mass Flow Metering was launched by the Maritime and Port Authority of Singapore (MPA) on 16 February, 2016. TR 48:2015 will come into force with effect from 1 June 2016. Withthis Technical Reference, all licensed bunker suppliers, bunker craftoperators and bunker surveyors are to adhere to the requirements outlined in it. 
With these developments, Bunker Surveyors and Cargo Officers will need a clear understanding of the requirements of this TR to ensure a safe and smooth operation of the MFM for bunkering.    
This course aims to provide Bunker Surveyors and Cargo officers an update as well as a refresher of the guidelines and procedures to ensure accurate and efficient delivery of bunker fuel.


Course Objectives

This course will give students a fundamental understanding of the Mass Flow Meter technology. It also provides instructions appropriate for their daily work as well as possible responses to scenarios and issues Bunker Surveyors or Cargo Officers might face with MFM in bunkering, with reference to TR48:2015.


Course Content

  • Introduction of the Mass Flow Metering System & Technology
  • Discussion of relevant standards eg. SS600:2014, SS524, TR48:2015 – what’s new
  • System Pre-delivery checks
  • Zero-ing of metering system
  • Roles & Responsibility and professionalism expected of individual officers
  • Refresher of Safety aspects for bunker operation
  • Meter Approval escalation process
  • Bunkering Operations using the MFM
  • Documentation as per TR48:2015
  • Possible scenarios that might give rise to disputes/ dispute areas
  • Handling of disputes
  • Maintenance of bunkering metering system – Calibration, Acceptance Test & re-calibration
  • Exercises on the reading of MFM for the quantity of bunker delivered


Who Should Attend

Bunker Surveyors and Cargo Officers; this is a mandatory course.  In-service Bunker Surveyors and Cargo Officers are required to attend the course as part of the Terms and Conditions of the Bunkering License (Bunker Craft Operator) and Bunker Surveyor License.  

Other members of the industry seeking to understand or to increase their knowledge  of the new TR48:2015 with regards to the MFM application including bunker suppliers, management staff, bunker traders, shipping agents, as well as any interested participants will find the course beneficial.
MPA’s Minimum entry requirements apply. 
(i) Existing valid Bunker Surveyor license holders or Certificated Bunkering Cargo Officers; 
(ii) At least 21 years of age; 
(iii) Have a working knowledge of the English language; and 
(iv) medically fit
