This circular seeks to inform Training Providers (TPs) on (i) the display of course fee subsidies on brochures, websites, invoices or receipts and (ii) the declaration of course fees and assessment fees in SkillsConnect (SCN) submission. The aforesaid requirements will be incorporated into the Terms and Conditions in the coming months.

Display of Course Fee Subsidies
2. TPs are required to display the following information on course brochures, Training Providers websites and invoices/ receipts issued in respect of the Funded Course (see Annex A for samples):
a) Full course fees payable in the first instance (without taking into consideration Grant(s)1 and discounts2);
b) Any potential Grant(s) which would be available;
c) Course fee discounts (if any);
d) Goods and Services Tax payable;
e) Any other payment to be made (such as course registration fees and payment for course materials);
f) Reflect the balance course fees payable by the Trainee after taking into consideration any Grant(s) and discounts (where applicable); and
g) Provide sufficient information with respect to the eligibility criteria of each Grant in order for potential Trainees to assess and ascertain if they would be eligible for the Grant(s)

3. For courses which are eligible for SkillsFuture Credit (SFC) claims, TPs are required to indicate the net SFC claimable amount in the invoices/ receipts to facilitate ease of claims submission and approval (see Annex A for sample invoices).

4. For course funding applications in SCN and/or SSG funded courses, TPs are required to provide the breakdown of course fees and assessment fees, where applicable. Please take note that, for the course submission in SCN, assessment fees should not be combined with course fees, and that course fees should exclude the GST amount and any unsupportable training expenses such as course registration fees, administration fees and reference material fees (e.g. books, files, photocopied materials).

5. Please note that TPs are required to seek SSG’s prior approval for changes in course fees for SSG approved courses. SSG will not hesitate to take the necessary action against those who contravene its funding guidelines.

1 All SSG baseline course fee subsidies are to be termed as SkillsFuture Funding.
2 All course fee discounts must be declared in Training grant applications and claim submissions.

From 1 Jan 2018, individuals who are applying for training allowance under the Workfare Training Support (WTS) Scheme are only required to make one trip down to any of their preferred WSG's Careers Connect or NTUC's e2i centres within 120 days after the course end date, to apply and submit the claim application. Individuals are to bring along the following original documents:

  • NRIC
  • WTS notification letter (of the year in which the course was taken)
  • Valid bank book or statement
  • Certification slip (Trainees are to submit their requests to their training providers upon the completion of training)
  • Any of the following employment documentation to prove job relevancy:
    i. Any one month’s payslip / CPF statement showing employer’s contribution, dated within 3 months from the date of claim;
    ii. Employment Letter / Contract of Service or equivalent, dated within 3 months from the date of claim;
    iii. Accounting and Corporate Regulatory (ACRA) business registration and business transaction document, e.g. revenue receipt/ invoice.

Note:
Training allowance is only available for individuals who pay for their own training or are self-sponsored participants.

To qualify for training allowance, the individual must:

  • complete and pass the course;
  • not be barred from receiving SkillsFuture Singapore (SSG) / Workforce Singapore (WSG) / Employment and Employability Institute (e2i) grants; and
  • the training course attended is assessed by WSG to be relevant to the individual’s job or sector he/she works in.

With effect from 30 Dec 2017, supporting documents (tax invoice/receipt and attendance sheet) are required when making a claim. Please ensure that all documents are uploaded before proceeding. Please refer to the full details stated in the “Upload of Mandatory Supporting Documents” in the claim submission page.

With effect from 19 May 2017, SkillsFuture Singapore (SSG) will revise the SkillsFuture Credit (SFC) claims processes to reduce the risk of abuse. Under the new process, while individuals will continue to submit SFC claims, all SFC payments by SSG will be made to training providers instead of individuals. Training providers will collect nett fees from individuals, after offsetting the SFC that will be used.

Under this payment mode, individuals are allowed to make claims up to 60 days before their start of the course till the day of course commencement with effect from 21 Apr 2017. This window period is sufficient for individuals to make their claims to facilitate earlier course registration. When making claims, you should inform your Training Provider on the intention to utilise your SkillsFuture Credit and request for the relevant amount to be offset against the qualifying course fees. You must then submit the claim via the SkillsFuture Credit Portal to pay the relevant credit amount to the Training Provider for your registered course.

Individuals can also visit any of the Workforce Singapore (WSG) Career Centres (click here for locations) to collect forms for manual claim submissions.

At Budget 2016, the Government announced changes to the Workfare Income Supplement (WIS) and Workfare Training Support (WTS) schemes. The changes will take effect from 2017 onwards.

Workfare Training Support (WTS)
From 2017, you will qualify if you:

  • are a Singaporean;
  • are aged 35 years and above on 31 December of the work year (aged 13 years and above for persons with disabilities);
  • earn an average gross monthly income of not more than $2,000* for the month work (previously $1,900); and
  • have signed up for any WTS qualifying courses.

* Monthly income includes all wage components which attracts CPF contribution, includes allowances and bonuses and excludes any overtime payments and reimbursements.
