Course Outline

Modern electronic systems and instruments rely heavily on precise timing or frequency reference for their operation. Various standards like quartz oscillators, rubidium oscillator, GPS disciplined oscillators, and atomic clocks used as timing or frequency sources in these devices have to be characterized according to internationally accepted practices, with traceability to national standards. Frequency counter is widely used in many applications for precise frequency measurements. This course offers the participants with essential knowledge on oscillators, atomic frequency standards, making precise frequency and time measurements and establishing measurement accuracy and traceability. Measurement uncertainty calculation will be covered as well. A laboratory demonstration and hands-on sessions will be included to enhance the learning experience.

Course Instructor

Dr Liu Yanying is a metrologist in the Optical Metrology Department. She has been working in the time and frequency metrology area for more than ten years. She is the key person in charge of standard time and frequency laboratory.  She setup NMC’s atomic time scale and time distribution systems and improved the laboratory’s measurement and calibration capability. She is experienced in timekeeping and time transfer and dissemination.

Mr Tan Toh Eng is a senior technical executive in the Time and Frequency Metrology Laboratory.  He has over 20 years' experience in the field of standard maintenance and calibration service in this area.

Module 1: Fundamental of frequency measurement and calibration of frequency counter (18 Sep 2014)   

  • Traceability of time and frequency measurement
  • What you need to know about oscillators and frequency standards
  • Understanding of frequency counter specifications
  • How to calibrate a frequency counter and its uncertainty analysis
  • Measurement methods using a frequency counter and related uncertainty analysis
  • Demonstration and hands-on session

Module 2: Time and Frequency Fundamentals (19 Sep 2014)

  • Time scale and international timekeeping
  • Oscillators and frequency standards, selection to suit applications
  • Atomic frequency standards
  • Time domain measurement standards and performance evaluation analysis
  • Global navigation satellite system (GNSS)
  • Time and frequency transfer techniques using GPS
  • Time dissemination and network time transfer
  • Demonstration and hands-on session of basic time and frequency measurement

A participant can choose to register for all 2 modules or any modules of the course.  To register for the course, please send the signed registration form to  shirley_tng (AT)  two weeks before the course date.

Due to the limited number of places, acceptance of registration will be based on a first-come-first-served basis.  All successful registrants will be informed.  Payment is required on registration confirmation.  Crossed cheques should be made payable to “SCEI-NMC”.  Payment can also be made by credit card and NETS.  If a registrant is unable to attend, another candidate may replace him/her.  A 50% refund will be made only for withdrawals received in writing at least five days before the commencement of the course.  NMC reserves the right to cancel or postpone the course.  In the event of cancellation, registration fees will be refunded in full.
