    Advancing Singapore's Growth Through Innovation and Technology

    A key priority in this year's Budget, themed "Onward Together For A Better Tomorrow", is to advance Singapore's growth by enhancing our technology and innovation capabilities. This focus is essential, as fresh ideas, breakthrough innovations, and technological progress are the engines that drive growth.

    To keep these engines running at full speed, the Government will continue to invest in R&D, including to keep our R&D infrastructure at the cutting edge.

    National Semiconductor Translation and Innovation Centre or NSTIC (R&D Fab)

    The National Semiconductor Translation and Innovation Centre or NSTIC (R&D Fab) at JTC nanoSpace @ Tampines is a national facility that will support advanced semiconductor research, with an initial focus on advanced packaging technologies that enhance the performance and efficiency of chips. By providing shared access to industry-grade cleanroom facilities and tools, NSTIC (R&D Fab) will bridge the gap between laboratory research and commercial-scale production, benefiting startups, SMEs, multinational corporations (MNCs), and academia. Companies will have the opportunity to co-develop innovations, scale up research, and train talent in a realistic industry environment, ultimately accelerating the development of next-generation semiconductor technologies and integrating local enterprises into global supply chains.

    A*STAR's biomedical infrastructure refresh

    A*STAR is investing about $500 million to upgrade its biomedical research infrastructure, extending beyond Biopolis into the greater one-north area. This refresh will bring A*STAR closer to key ecosystem partners like the clinical community and venture builders to foster partnerships and create a new attraction point for industry players and talent. The refresh will also provide an opportunity for A*STAR to revitalise its research infrastructure and provide more shared spaces to promote interdisciplinary collaboration while achieving space savings. By creating modern shared spaces and fostering new partnerships, this effort will help Singapore stay at the forefront of biomedical science, support good jobs, and develop solutions that improve lives.

    Low-Carbon Technology Translational Testbed (LCT3)

    The Low-Carbon Technology Translational Testbed (LCT3) will advance the commercialisation of emerging low-carbon solutions and will help reduce the time and resources needed to validate and scale up promising decarbonisation technologies. Through a modular plug-and-play system, companies will have the flexibility to customise testbed configurations, while leveraging digital twin technologies for data-driven optimisation. This collaborative platform will support our efforts to decarbonise hard-to-abate industrial activities in Singapore, unlocking economic value through the growth of Singapore's low-carbon economy.

    Centre for Energy and Emissions Modelling 2.0 (CE2M 2.0)

    A*STAR has launched the Centre for Energy and Emissions Modelling 2.0 (CE2M 2.0), a first-of-its kind integrated modelling system to guide national plans towards a net-zero future. In collaboration with government agencies and research partners, CE2M 2.0 will study how efforts to cut carbon emissions across power, industry, and transport affect one another. These insights will help shape smarter, more coordinated policies that balance our climate goals with national needs. By simulating different pathways and trade-offs, CE2M 2.0 will support Singapore's transition to a low-carbon economy.
