Assessing the Effectiveness of Freight Management Strategies (AFMS)

As a small island nation with limited land, maximising the efficient use of space within Singapore is critical for building up economic competitiveness and growth.
The Assessing the Effectiveness of Freight Management Strategies (AFMS) is a software suite designed to enhance freight and urban logistics management in Singapore.
AFMS consists of three main components:
1. Fulfilment Hubs Planning Tool: An optimisation model for determining optimal locations for last-mile fulfilment hubs.
2. Offsite Consolidation Centre Simulator: A tool to simulate the traffic impact of Offsite Consolidation Centres (OCCs).
3. Analytics Dashboard: Provides descriptive and predictive analysis of logistics operations.
AFMS was proven to be useful as a digital tool in the following:
• Determine ideal/optimised location of logistics facility systematically.
• Enable quick impact assessments of proposed facility locations, i.e., traffic,
• environmental, productivity.
• Scenario planning – assess impacts of new scenarios.
• Determine optimal quantity of resources, e.g. manpower and vehicles
• Determine savings gained for industry
As such, it is suitable for applications in these industries:
• Logistics Companies: Determine optimal locations for last-mile fulfilment hubs, optimise resource allocation, and assess cost savings.
• Facility Owners: Evaluate loading/unloading facilities, assess OCC impact on delivery times, and identify bottlenecks.
• Urban Planners: Identify optimal logistics facility locations, conduct quick impact assessments, and perform scenario planning.
Moving forward, AFMS will be enhanced with an improved Freight Trip Generation (FTG) model using AI with causal inference. This will enhance urban and transportation demand planning by providing a more detailed understanding of the causal relationships between freight trip generation and land use.
The development of this technology is supported by the Ministry of Digital Development and Information (MDDI) and National Research Foundation (NRF), under the Public Sector Translational R&D Grant Funding Initiative (TRANSGrant).
