David Khoo is the Deputy Director for Business & Ecosystems, Business Technology Group at IMDA. He has over 25 years of experience in the ICT sector from Systems Integration, Solution Innovation to Business Consulting. His work experience spans across MNCs like Accenture, Unisys, Mavenir and Ookla. He holds a bachelor’s degree with honours, in Electrical and Electronics Engineering from Queen’s University of Belfast, UK.

Synopsis:

This outlines how Singapore is moving from nationwide 5G SA rollout to real-world enterprise adoption and impact. Sharing key learnings from our 5G deployments, highlighting what it takes to translate 5G capabilities into measurable business outcomes. Exploring emerging opportunities enabled by 5G, from network slicing, edge AI, and autonomous operations, and how these technologies are converging to support the next phase of enterprise digital transformation. Preparing Maritime for the Next Wave of Digitalization

Speaker Bio:

As Chief Technology Officer at MPA and concurrently Director (Maritime Systems and Technology), Mr Khoo drives ops-tech integration for command and control, communications, sensors and autonomous systems to deliver and sustain mission-critical capabilities such as vessel traffic management and incident management.

He also holds a concurrent appointment of Vice-Chair of the Digital Technologies (DTEC) Committee of the International Organization for Marine Aids to Navigation (IALA).

Prior to joining MPA in 2019, he spent over 15 years at the Defence Science and Technology Agency, specialising in military communications, systems architecting, capability development and project management.

Mr Khoo obtained a Master of Engineering in Electronics, Telecommunications and Signal Processing from the École Spéciale de Mécanique et d’Électricité, France in 2002.

Synopsis:

Real-time data exchange is essential to enable future maritime services such as remote pilotage and autonomous vessels so as to enhance navigational safety and operational efficiency in our port waters. To enable the fast and high-capacity communications, MPA worked with IMDA and M1 to deliver comprehensive Maritime 5G coverage in our major anchorages, fairways, terminals and boarding grounds. This presentation will demonstrate how MPA’s strategic investment in network infrastructure will support the acceleration of digitalization in the maritime sector.

Simon Foo is the Head of Business Solution Design & Technology under Radio Planning Engineering Department in M1 with over 24 years’ experience in telecommunications, leading the development and deployment of 5G enterprise network solutions across Singapore. He leads cross functional teams of technical experts, software developers and solution architects to design use case driven enterprise networks for security robots, Autonomous Mobility Robots (AMRs), drones, AR/XR, CCTV, kiosks and push to talk services. Skilled in TCO analysis, technical proposal development and compliance for large enterprise bids, he supports nationwide 5G RedCap adoption and cell broadcast initiatives. He develops technology roadmaps aligning network features and device ecosystems with business strategy, and partners with local universities, research institutes and industries such as Garden By the Bay, Continental, IBM, Airbus, PSA and MPA to trial innovations such as network slicing, C V2X, edge compute and Industry 4.0 applications.

Synopsis:

Simon will outline different 5G network features and how each network feature is most appropriate for specific industry needs. He will illustrate how 5G capabilities (low latency, high reliability, enhanced mobile broadband, nominal bitrate and RedCap technology) enable practical solutions for use cases such as autonomous mobile robots, drones and UAV localisation, augmented and extended reality, CCTV and smart kiosks, push-to-talk services, and maritime/urban air mobility.

Dr. Bien Aik (Danie) Tan obtained his Ph.D. in Signal and Image Processing from the University of California, San Diego, and the Scripps Institution of Oceanography in 2014. With over 20 years of experience in R&D, Dr. Tan possesses deep expertise and extensive technical knowledge in satellite data intelligence and assimilation, algorithms, sonar, computational ocean acoustics, metocean science, big data, digital twins, underwater communications, artificial intelligence, and robotics. He serves as a reviewer for the Journal of the Acoustical Society of America, specializing in acoustical oceanography, underwater communications, signal processing, and artificial intelligence. Additionally, Dr. Tan has five years of Ops-Tech experience as the master R&D planner for maritime systems at the Ministry of Defence, Singapore, and in developing multi-domain capabilities across space, air, sea, sub-sea, cyber, and sustainability domains at the Maritime and Port Authority of Singapore. Currently, Dr. Tan is the Head of Technology & Engineering (Communications & Sensors) at ST Engineering Advance Networks and Sensors, where he oversees product, technology, and capability management.

This presentation explores how 5G technologies are transforming both commercial industries and defence operations through ultra‑low latency, high reliability, and secure connectivity. It highlights key innovation areas such as smart infrastructure, autonomous systems, resilient communications, and edge computing, while addressing the distinct requirements of mission‑critical and contested environments. 5G Digital Twin

Dr. Tsunehiko Chiba currently heads the CTO Innovation Center at VIAVI Solutions, based in Singapore. With more than 25 years of experience in the networking industry, he brings extensive experience in 3G/4G commercial development and 4G/5G/6G standardization, as well as research expertise as part of a leading global vendor and operator. He has been one of the main contributors in 3GPP 5G, O-RAN Alliance and ITU, holding several patent portfolios. Tsunehiko leads the CTO Innovation Center in the field of AI-powered wireless network, all-photonic networks, and quantum safe technology. He holds a Ph.D. in Engineering from Hokkaido University, Japan.

The presentation highlights VIAVI’s work in 5G enterprise solutions, with a focus on digital twin technology as a future-ready capability. It shows how digital twins can enable more AI-driven automation, improving network operations, optimization, and operational efficiency in telecommunication domain.

Francois serves as the Head of Communications and Networks Dept in the Institute for Infocomm Research, under Agency for Science, Technology and Research (A*STAR).  He leads numerous teams in future communications R&D and end-to-end solution development for applications aligned with national strategic interests.  He has been an active contributor to various wireless standardisation activities, including 3GPP LTE, IEEE WiFi  standards. He is also a co-recipient of various international and local engineering and standardization awards, granted patents, and an IEEE Best Conference Paper Award.

Synopsis:

Singapore’s industrial sectors are rapidly transforming toward AI-driven, autonomous, and fully automated operations—where networks must deliver far more than speed.  At A*STAR Institute for Infocomm Research (A*STAR I2R), we have developed a modular 5G Enterprise Innovation Stack that goes beyond high throughput - our stack delivers resilient multi-link connectivity, deterministic performance for time-critical automation, integrated communications and sensing for environmental awareness, and trusted, network-based positioning to safeguard assets and operations.  These innovations enable real-time industrial intelligence—empowering safer operations, stronger security, and scalable autonomy across Singapore’s critical sectors.

Terence is currently responsible for PSA SG’s Infocomm Technology Division’s Infrastructure, Technology & Cyber Security. With over 20 years of IT experience, Terence has led and been involved in various IT projects (eg. Digitalization of BU’s processes, formulating and overseeing Cyber Security Roadmaps, designing the next generation Tuas Megaport) from application development to infrastructure planning and architecture.

He has a keen eye for technology and cybersecurity and hopes to leverage on disruptive technologies to improve processes and user experiences. In his spare time, he likes to hang out with his family and enjoys reading.

Kenneth began his career at Sun Microsystems and Oracle, where he advanced open systems and helped organisations adopt scalable, interoperable technology solutions. At Singtel, he has spearheaded strategic initiatives including enterprise cloud transformation, 5G/MEC use case development, and the deployment of emerging technologies such as VR, AR, and IoT.

5G-Enabled Intelligent Robotics: From Perception to Autonomous Action

Nicholas Ng is the CTO of Botmind, a robotics company building robot and automation solutions for public safety. He works with partners across government, industry, and research to bring 5G-enabled robotics into real-world use. His focus is autonomy in public spaces—robots that behave safely, communicate clearly, and project authority. Nicholas leads Botmind’s product and engineering direction and works with partners to deliver systems that agencies and the public can trust.

Synopsis: 

5G helps robots act on what they see—not just stream video. But in real deployments, the perception-to-action loop often breaks due to reliability issues, not raw speed.

In this talk, BotMind shares practical lessons from public safety deployments and a simple architecture pattern that holds up: keep safety and core autonomy onboard, use edge compute for time-sensitive perception and alerts, and use cloud for supervision and audit. The goal is to help teams turn 5G-enabled robotics from impressive demos into stable, repeatable operations.

With over 20 years of experience in the telecommunications industry, Simon has held technical, consulting, sales, and business development roles across network operators and vendors. At Rohde & Schwarz, he focuses on advanced mobile technologies, including 5G, Private Networks, non-terrestrial networks (NTN), and the application of AI in network testing.

Simon holds a Bachelor’s degree in Electrical Engineering and a Master’s degree in Telecommunications Engineering from the University of Melbourne, Australia.
