
Professor Gregory Goh is the Executive Director of the National Metrology Centre (NMC) at A*STAR, where he leads Singapore’s national measurement institute in advancing metrology capabilities that support industry, research, regulation and national priorities. He brings extensive experience in research leadership, technology strategy and cross-agency collaboration, with a track record of building programmes, partnerships and platforms that connect scientific capability with broader organisational and national outcomes.
Prof. Goh is also the Chairperson of the Asia-Pacific Metrology Programme (APMP), one of six regional metrology organisations supporting the CIPM Mutual Recognition Arrangement. APMP’s full member economies collectively account for more than half of global merchandise trade. As Chairperson, he drives initiatives to strengthen APMP’s governance, efficiency, effectiveness, strategic focus and long-term financial sustainability.
Prior to his appointment at NMC, Prof. Goh was Deputy Executive Director of A*STAR’s Institute of Materials Research and Engineering (IMRE). He has also held leadership roles including Director of the Strategic Research Office and Head of the Ceramics Materials Department. From 2017 to 2019, he concurrently served as Director of Special Projects at A*STAR’s Science and Engineering Research Council, where he scoped future R&D programmes and oversaw matters relating to the electrification of transport and urban sustainability through the Urban and GreenTech Office.
Prof. Goh has represented A*STAR on a range of inter-agency and national-level platforms, including working committees on Land and Liveability, Smart Urban Habitat, and the MND Urban Sustainability R&D Congress. He is also the founding chair of the Singapore Battery Consortium. At the regional level, he serves on the Expert Group on Metrology under the ASEAN Committee on Science, Technology and Innovation, reflecting his ability to contribute beyond his home organisation and to play meaningful roles across national, regional and multi-stakeholder settings.
Before taking on senior management responsibilities, Prof. Goh led R&D projects under the first and second Joint A*STAR-MND Green Building Thematic Strategic Research Programmes and served as Programme Manager for the second programme. He initiated and led international research collaborations with institutions including Tohoku University, University College London and the University of California, Santa Barbara. His research focused on the deposition of functional and electroceramic films and nanostructures for applications such as self-cleaning surfaces, heat reflection and electrochemical systems. He has delivered more than 30 invited lectures, served on Scientific Advisory Committees of international conferences in Asia and Europe, and is an inventor on several Singapore, PCT, Japan and US patent applications.
Prof. Goh held an adjunct appointment in the School of Materials Science and Engineering at Nanyang Technological University from 2005 to 2021. He is currently an adjunct Professor at the School of Mechanical and Aerospace Engineering. He graduated from the National University of Singapore with a Bachelor of Engineering with First Class Honours and a Master of Engineering in Mechanical Engineering and obtained his Doctor of Philosophy in Materials Science and Engineering from the University of California, Santa Barbara, on an IMRE Fellowship. His doctoral research focused on developing a low-temperature method for forming electronic ceramic films, while his master’s research investigated the fabrication of ceramic cutting tools.
