Mr Wu Jian, Principal Metrologist and Head of Mechanical Metrology cluster and Flow metrology lab in National Metrology Centre (NMC), was interviewed by the Singapore International Energy Week (SIEW) in Dec 2020 for the possibility of energy circulation of LNG bunkering for reducing CO2 emission as well as measurement solutions for energy saving and pollution control.  Moreover, an important tool to enable a low carbon energy future is carbon capture.  In shipping, ~1,000 Mt of CO2 is emitted each year. LNG-fueled ships can reduce CO2 emission by 30%. To be truly low carbon, the emitted CO2 captured using carbon capture technologies can be converted into liquid CO2 using the cold energy from LNG gasification. The converted liquid CO2, together with blue or green hydrogen, can be used to create products of value, such as synthetic natural gas, specialty chemicals, cement and biodegradable polymers. This creates a sustainable circular economy for LNG use in shipping.

NMC has the capabilities for liquid mass flow and multiphase flow measurements on LNG energy efficiency.  For example, NMC had done a R&D study to quantify the Cappuccino effect of gas entrainment on the change in bunker fuel volume during the delivery process.  As the national metrology institute of Singapore, NMC has also developed a primary liquid flow standard for high viscosity and multiphase liquid flow measurement.
