Dr Fan Yan's commitment to professional excellence and continuous learning has earned her the prestigious Exemplary SkillsFuture @ Public Service Award (ESFA) at the 2024 Public Sector Transformation (PST) Award Ceremony. This accolade reflects her commitment in building high quality adult training program in metrology for Singapore at the National Metrology Centre’s (NMC), particularly through the Measurement Skills Training Courses (MSTC). By completing the WSQ Advanced Certificate in Learning and Performance (ACLP), Dr Fan has been transforming NMC’s adult training programs, ensuring that TIC companies and organizations across Singapore benefit from the highest standards of measurement quality, innovation, and competitiveness.

As the MSTC manager since April 2023, Dr Fan has strategically aligned NMC’s educational roadmap with industry demands. Her leadership and dedication have not only enhanced NMC's training offerings but also contributed to the Centre's recognition through the Learning Enterprise Alliance (LEA) Award in 2023 from the Institute for Adult Learning1.
 
Dr Fan’s receipt of the ESFA underscores her role as a catalyst for continuous improvement within NMC and the broader public service. Her efforts have paved the way for NMC to become a leader in delivering accredited, industry-relevant training that supports quality and fair trade across Singapore.
