Cui Yuxi Receives Exemplary SkillsFuture @ Public Service Award

The National Metrology Centre (NMC) congratulates Cui Yuxi, Senior Engineer in NMC's Chemical, Temperature and Mechanical Division, on receiving the Exemplary SkillsFuture @ Public Service Award (ESFA), a prestigious public sector award that recognises officers who embody lifelong learning, skills mastery, and the application of new capabilities to deliver meaningful impact for their organisations and Singapore.

Yuxi is recognised for his commitment to continuous learning and for translating newly acquired skills into tangible outcomes that strengthen NMC's scientific capabilities, operational excellence, and international standing. His work spans ozone and isotopic measurements, greenhouse gas source tracing, digitalisation and automation, and sustainability, demonstrating how deep technical expertise can be combined with new competencies to create broad organisational and societal impact.

A strong advocate of skills upgrading, Yuxi expanded his expertise beyond chemical metrology into artificial intelligence, automation, digitalisation and sustainability. As Chair of NMC's Digitalisation and Automation Taskforce, he initiated NMC's first Digitalisation & Automation Hackathon, equipping more than 30 colleagues with new digital capabilities and catalysing projects that streamlined workflows and enhanced productivity. His leadership in digital transformation contributed to over 4,000 man-hours of savings and accelerated response times to customer enquiries by 50%, improving service delivery to industry stakeholders.

Beyond organisational digital transformation, Yuxi has strengthened Singapore's position in advanced measurement science. He contributed significantly to establish the International Atomic Energy Agency (IAEA) Regional Expert Centre for Analysis and Training (RECAT) for stable isotope analysis in the Asia-Pacific region. Through this role, he helped develop capabilities for greenhouse gas source attribution and low-carbon fuel verification while supporting training programmes involving participants from across the region. These efforts have enhanced regional collaboration and reinforced Singapore's reputation as a trusted hub for advanced carbon and isotopic metrology.

Yuxi's contributions have also been recognised internationally. In 2025, he was a co-author of one of the nine scientific posters selected globally at the International Bureau of Weights and Measures (BIPM) 150th Anniversary Conference, highlighting NMC's work on isotopic measurements for the energy transition to low-carbon fuels. He also led and won the A*STAR Sustainability Challenge Ground-up Initiative Category and received recognition for driving digitalisation and automation initiatives within NMC.

A passionate advocate of peer learning and capability development, Yuxi has actively mentored colleagues and fostered a culture of innovation and continuous learning. Through the Digitalisation & Automation Hackathon and other knowledge-sharing initiatives, he has empowered fellow staff to embrace new technologies, develop future-ready skills, and contribute to NMC's transformation journey. His ability to combine technical excellence with people development exemplifies the spirit of SkillsFuture and public service.
