Dr Lim Joo Hwee

Dr Lim Joo Hwee is the Head of the Visual Intelligence (VI) department and a Principal Scientist II at the Institute for Infocomm Research (I²R), A*STAR, Singapore. He received the B.Sc. (Hons I) and M.Sc. (Research) degrees in Computer Science from NUS and Ph.D. degree in Computer Science & Engineering from UNSW. He has published more than 280 international refereed journal and conference papers and co-authored 25 patents (awarded and pending).

In 1999, he pioneered a bag-of-visual-words image retrieval framework. He adapted it for medical image retrieval, which ranked top in ImageCLEF Medical Image Retrieval 2005 and 2006. He extended it to pattern discovery for scene recognition, started the Snap2Tell technology (IES Prestigious Engineering Achievement Award 2014) and licensed to more than a dozen of SMEs in mobile learning, advertising etc, including seeding capability for A*STAR spin-off that transforms static ad on major newspapers in 8 countries into interactive reader experience and grew to >100 staff located in 8 countries. 

He is an Adjunct Professor at the School of Computer Science & Engineering, Nanyang Technological University, Singapore and the co-Director of IPAL, a French-Singapore Joint Lab (CNRS UMI 2955, Jan 2007 to Jan 2015 and 2019 till now). He was bestowed the title of 'Chevalier dans l’ordre des Palmes Academiques' (2008) and the National Day Commendation Medal (2010) by the French and Singapore Governments respectively.

From May 2014 to Mar 2018, he was the Program Manager of the JCO VIP Program REVIVE which developed Augmented Visual Intelligence technology platform for assisted living, inspection, etc. In Aug 2016, an agreement was signed with a Swiss MNC to set up a joint lab that hired more than 20 staff to further develop and translate the capabilities from his team.  Since Nov 2018, he has led research on Understanding from Unified Perceptual Grounding under the AME Programmatic Collaborative AI. He received the A*STAR Most Inspiring Mentor and TALENT Awards in 2018 and was listed in the World’s Top 2% Scientists published by Stanford University (2020).
