Introduction

Flow measurement plays a critical role in accurately determining the quantities of fluids such as water, oil, gas, and chemicals, with applications across a wide range of industries. For instance, in bunker oil trading, where vast quantities are involved, even a small error in measurement can result in significant financial losses. Singapore, as the world’s largest bunkering port, sells approximately 50 million metric tons (Mt)* of bunker oil annually. At an average price of $600 per Mt*, a typical measurement error of 0.5% in a flow meter can lead to a 5 Mt variance for every 1,000 Mt of oil transferred, potentially creating a $3,000 financial discrepancy per meter, per transaction. This could lead to total price discrepancies of up to $150 million annually due to measurement errors in Singapore.

Flow meters are used across various industries, but the accuracy of these measurements is influenced by factors such as meter installation, location, calibration, vibration, and the type of fluid being measured. Every measurement process comes with its unique conditions and challenges. The ability to evaluate measurement uncertainty with expertise is crucial in ensuring precise, reliable results. This helps enhance Singapore’s reputation for trustworthiness and international standards in metrology.

Why This Course

This programme is designed to equip you with essential knowledge in fluid mechanics, metrological principles, and practical skills for accurate fluid flow measurement and calibration. You will learn the fundamentals of flow measurement, from theory to real-world application, helping you understand the key principles that impact measurement accuracy and reliability.

The course consists of two full-day sessions covering:

  • Fundamental and key concepts in metrology
  • Fundamental and key concepts in fluid mechanics
  • Key principles of fluid flow measurement, including working principles and applications
  • Measurement standards and traceability
  • Uncertainty analysis in fluid flow measurements

By the end of the course, you will be able to confidently apply these principles to your work, ensuring more accurate measurements and reducing the risks of costly errors.


What You Will Learn

This course is designed to provide you with a strong foundation in the key principles of fluid flow measurement. By the end of the programme, you will gain practical knowledge in the following areas:

  • Fundamentals in Metrology: Understand the core principles of metrology — the science of measurement. You will learn about measurement standards, traceability, and how to ensure the accuracy and reliability of your measurements in real-world applications.

  • Fundamentals in Fluid Mechanics: Gain a solid understanding of the basic concepts in fluid mechanics. Learn about the physical principles that govern the behaviour of fluids in motion, and how these principles apply to flow measurement and calibration.

  • Fundamentals in Flow Measurement: Dive deep into the principles and applications of flow measurement. You will explore the different types of flow meters, their working principles, and how to select the right technology for various fluids and measurement environments.

  • Fundamentals in Measurement Uncertainty: Discover how to assess and manage measurement uncertainty. You will learn the methods for evaluating and quantifying uncertainty in fluid flow measurements, helping you to improve the precision of your results and minimise the risk of costly errors.

Upon Completion Of This Course

Participants will be awarded with a Certificate of Attendance (COA) by A*STAR if they meet the following criteria:

  • Achieve at least 75% course attendance;
  • Take all assessments; and
  • Pass the course.

Note: Trainees will have to bear the full course fee upon failure to meet either one of the criteria.

Pre-Requisites

  • Applicants should possess a degree in any discipline or a diploma with a minimum of 3 years of related working experience.
  • Applicants who do not have the required academic qualifications are still welcome to apply, but shortlisted candidates may be required to attend an interview for special approval.
  • Proficiency in written and spoken English.

Full Course Fee

The full course fee for this course is $1,600 before funding and prevailing GST.

Long Term Visit Pass Plus (LTVP+) Holders

  • The LTVP+ scheme applies to lawful foreign spouses of Singapore Citizens with (i) at least one Singapore Citizen child or are expecting one from the marriage, or at least three years of marriage, and (ii) where the Singapore Citizen sponsor is able to support the family.
  •  All LTVP+ holders can be identified with their green visit pass cards, with the word ‘PLUS’ printed on the back of the card.

Enhanced Training Support For Small & Medium Enterprise (SMES) Scheme (ETSS)

SMEs that meet all of the following eligibility criteria:

  • Registered or incorporated in Singapore
  • Employment size of not more than 200 or with annual sales turnover of not more than $100 million

SME-sponsored Trainees:

  • Must be Singapore Citizens or Singapore Permanent Residents.
  • Courses have to be fully paid for by the employer.
  • Trainee is not a full-time national serviceman. 

Further Info: This scheme is intended for all organisations, including non-business entities not registered with ACRA e.g. VWOs, societies, etc. Only ministries, statutory boards, and other government agencies are NOT eligible under Enhanced Training Support for SMEs Scheme. Sole proprietorships which meet all of the above criteria are also eligible.
