Celebrating Workforce Excellence at the SIMTech-ARTC-SkillsFuture Singapore Graduation Ceremony 2024

On 12 November 2024, the SIMTech-ARTC-SkillsFuture Singapore Graduation Ceremony marked a significant milestone in the development of Singapore’s manufacturing workforce. Organised by the Singapore Institute of Manufacturing Technology (SIMTech) and Advanced Remanufacturing and Technology Centre (ARTC), and supported by SkillsFuture Singapore (SSG), this annual event celebrated the achievements of over 900 individuals who successfully completed various workforce training programmes over the past year.

We were honoured to have Mr Tan Kok Yam, Chief Executive of SkillsFuture Singapore, as the Guest-of-Honour. His presence underscored the importance of lifelong learning and skills development in advancing Singapore’s manufacturing sector.

The ceremony emphasized the need to stay updated in the rapidly evolving manufacturing landscape, where new technologies and processes continuously redefine industry practices. It highlighted how ongoing training empowers professionals to remain competitive, adapt to change, and drive industry growth. Beyond celebrating individual milestones, the event also reflected a shared commitment to building a brighter and more resilient future for Singapore’s manufacturing sector.

The evening was filled with inspiring speeches, heartfelt celebrations, and a profound sense of pride as we recognised the hard work and dedication of the graduands. At INCAVO, I am profoundly thankful to embark on this transformative journey toward digitalisation and operational excellence in partnership with SIMTech. Our participation in the OTR® workshop six years ago laid a robust foundation for grasping the essential role that innovation plays in our industry. In 2022, we partnered with OMNI Training to conduct an in-depth analysis of our operations, which unveiled critical bottlenecks in several processes. Recognising the urgent need for improvement, we turned to SIMTech for the right tools to help us efficiently overcome these challenges. This transformation will enhance product flow throughout our supply chain, making us more responsive and efficient.

A key component of our strategy has been increasing visibility across our logistics and production chain. With real-time access to the status of parts, components, and products, we are empowered to plan logistics effectively, optimise inventory, and improve our fulfilment capabilities. Ultimately, this boosts our responsiveness to customer demands and fosters a more agile environment for technology development and production.

I would like to extend my heartfelt thanks to SIMTech for providing us with the necessary training and tools for our success. Their support has been invaluable in equipping our team with the skills and methodologies required to embrace new technology and drive continuous improvement. Training programmes such as “Smart Supply Chain Process Management & Innovation” and “Smart Urban Logistics Planning & Tracking for Operational Innovation” have been pivotal in our evolution. Through our collaborative efforts with OMNI Training and the insights gained from SIMTech, we have empowered our process owners to identify workflow gaps and establish measurable targets. This approach has led to significant improvements in operational efficiency, positioning us for future growth and scalability.

The DTI™ programme has equipped our team with the skills to thrive in the ever-evolving healthcare industry. By investing in individual skill development, we are not only enhancing the collective team capabilities but also strengthening our organization’s capacity to adapt to the rapidly changing landscape. This is in line with how Dr. Vas Narasimhan, our CEO, eloquently puts it, “Empowering our employees with groundbreaking knowledge is pivotal to driving transformative healthcare solutions.” Coming from various functions, the graduates were able to harness cross functional capabilities by collaboratively working as one team towards a shared goal.

A Bright Future Ahead

Since establishing our biopharmaceutical production facility in 2013, Novartis Singapore has been at the forefront of innovation. We have successfully streamlined processes, implemented automation solutions and leveraged digital technologies such as manufacturing execution system (MES) and paperless validation software to enhance our manufacturing capabilities. The DTI training has equipped our teawith the tools to systematically innovate and improve operational efficiency, especially in predictive maintenance and digital workflow automation.

Since launching our Smart Manufacturing Plant blueprint in 2021, our leadership has been dedicated to upskilling employees and empowering them to excel in key projects. This initiative is a crucial part of our digital transformation, driven by six main pillars: Hands-Free Operation, Remote Control, Artificial Intelligence (AI), Data Mining Prediction, Robotic Process Automation, and Office Automation.

At UTAC, we operate a wide range of machines, generating vast amounts of data. As these data volumes grow, extracting valuable insights has become increasingly complex. To tackle this, we partnered with SIMTech to enhance our team’s expertise in data mining for manufacturing processes. SIMTech’s training provided a solid foundation, helping us identify gaps and skill challenges. As a result, we implemented more efficient data extraction and analysis techniques, significantly improving our ability to derive meaningful insights from complex datasets. Within six months, we successfully mined process insights for our wafer saw processes and plan to expand this capability to more areas as we prepare for the AI era.

Additionally, we strengthened our quality initiatives by implementing the LEAN Six Sigma (LSS) methodology, ensuring operational excellence through a structured, data-driven approach. A key element of this initiative is training employees in proven methodologies to effectively identify and eliminate waste and variations in our manufacturing processes. We engaged customers and collaborated with government agencies to guide this transformation. Through these training programmes, our employees have renewed their skills, gaining tools tailored to our organisation’s needs.

We extend our gratitude to AMTA (Advanced Manufacturing Training Academy) and SIMTech for their invaluable support in bridging our skills and enhancing our journey in data mining and LEAN Six Sigma.

Introduction to a Real-World Challenge
A group of four motivated learners from the two companies took on the task of addressing the challenge of deburring large oil and gas components for their class project. Rather than a typical assignment, this was an opportunity to dive into a real-world industry problem. Three members focused on the project’s hurdles while the fourth offered support, making collaboration their strength.

Commitment to Practical Solutions
What made the project stand out was their commitment to a practical, hands-on approach. Navigating confidentiality issues, they explored optimal robotic automation setups and tooling for efficient deburring. This project wasn’t just academic—it offered the chance to bridge classroom theory with the demands of their field.

Passionate Collaboration and Innovation
Through lively discussions and creative problem-solving, they demonstrated a genuine passion for their work. Their project was not only a learning experience but also a potential stepping stone for applying advanced automation solutions in their company.

Teamwork and Collaboration

The Novartis Digital Transformation Team showcased impressive dedication throughout the DTI™ Programme. Each member took ownership of their projects, following a structured 5-stage process. Their commitment to collaboration, including numerous meetings with A*STAR SIMTech experts, led to innovative and practical Proof-of-Concept (PoC) developments that aligned seamlessly with Novartis’ strategic goals.

Performance and Achievement
Consistently exceeding expectations, the team successfully implemented three PoC projects: Predictive Maintenance for Steam Traps, Digital Workflow Automation, and Brownfield Connectivity. These initiatives are already delivering tangible benefits, with the Predictive Maintenance project projected to save more than SGD $75,000 annually by minimising unnecessary maintenance costs. Their Workforce 4.0 Transformation Framework further ensures effective change management as they transition to full-scale implementation.

Innovation and Creativity

The team’s creativity shone brightly throughout the programme, particularly in the Predictive Maintenance project, where they utilised existing data to avoid about SGD $400,000 in hardware costs. Their innovative approach has introduced enhanced efficiency across all projects, setting a new standard for operational improvements.

Engagement and Participation

Exceptional engagement defined the team’s experience, with active participation in all sessions and workshops. Their enthusiasm was evident in both formal discussions and informal meetings with experts, allowing them to refine their projects and successfully implement their PoCs.

Application of Learning

The team adeptly translated classroom knowledge into real-world solutions, particularly with the Predictive Maintenance project, which was already yielding operational benefits. The Workforce 4.0 Transformation Framework ensures these innovations are sustainable and inclusive, preparing all employees for upcoming changes.

United Test and Assembly Center⁣’s LEAN/LEAN-LITE/I-LEAN Programme Participation

The UTAC’s LEAN Six Sigma Steering Council (HODs) launched the LEAN Six Sigma Committee to spearhead transformation within the organisation. The leadership team participated in the I-LEAN Six Sigma Programme, gaining valuable insights into LEAN and Six Sigma tools and methodologies. Working cohesively, they established the committee, trained staff, and provided mentorship to ensure successful project implementation.

Their positive mindset shone through in project feedback. Key takeaways included the programme’s role in equipping UTAC’s management with a deep understanding of LEAN Six Sigma, enabling them to effectively guide project leaders. The structured knowledge gained will be instrumental in fostering a culture of continuous improvement.

To build on this momentum, the management team initiated training for the next tier of staff in LEAN-lite Six Sigma, engaging them in projects that enhance quality and efficiency. The Steering Council also innovatively customised the SIMTech LEAN Programme to integrate Six Sigma, forming a Sites Steering Committee of 15 members who will lead upcoming initiatives.

Despite busy schedules, the UTAC’s HODs demonstrated full commitment by actively participating in all training sessions. Their dedication positions them as effective mentors for future training batches, setting the direction for the LEAN Six Sigma transformation within the organisation.

Overall, the UTAC’s LEAN Six Sigma Steering Council has laid a strong foundation, mastering the essential frameworks and tools needed to mentor project leaders and drive impactful change.

Teamwork and Collaboration

Over five weeks, 20 ams-OSRAM participants engaged in 10 dynamic sessions under the “Learn-Practise-Implement™ (LPI™)” framework. Divided into four project groups, they tackled real-world challenges relevant to their roles while collaborating across batches to share insights and feedback. They identified key issues solvable through machine learning (ML), systematically analysing data, training models, and presenting their findings effectively.

Performance and Achievement

Participants excelled in both written and practical assessments, showcasing a strong grasp of ML concepts and tools. Their completion of four group projects demonstrated their ability to apply these techniques to solve real business problems.

Innovation and Creativity

The team displayed remarkable creativity, integrating ML techniques with advanced ChatGPT functionalities to tackle workplace challenges. Moving beyond traditional ERP systems, they conducted descriptive and predictive analyses, delivering deeper insights for data-driven decision-making in just five weeks.

Engagement and Participation

Despite busy schedules, the team attended every session, dedicating five full workdays to the course. Their enthusiasm and active participation significantly enriched the learning environment.

Application of Learning

Final group projects focused on optimising operations:
  • Purchase Order Analysis: Identified factors affecting lead times, proposing manual ERP adjustments.
  • Supplier Cycle Time Projections: Highlighted the need for additional data for consistency.
  • Future Supply Prediction Model: Developed to plan further improvements.
  • Packout Plans Assessment: Correlated planned versus actual outcomes to refine strategies.
Overall, participants delivered valuable insights, demonstrating their competence in applying learnt concepts to real-world challenges. These projects collectively showcase the potential applications of machine learning in enhancing company operations.

Learning In Action:
National Trades Union Congress (NTUC)’S STORM Programme Participation

In February 2024, specialists from NTUC’s Training and Placement Ecosystem (TPE) completed the 6-day Strategic Technology and Operation Roadmapping (STORM) programme organised by A*STAR SIMTech’s Knowledge Transfer Office (KTO). Equipped with the award- winning Operation and Technology Roadmap (OTR®) framework, the team began supporting their industry partners to craft their customised Roadmaps.

The roadmap is a one-page document that identifies the necessary changes in each company’s Deliverables to address anticipated market disruptions. After this, the essential technology and human resources required to support their new products and services. With this tool, NTUC’s TPE can effectively mobilise support from partners like e2i, NTUC LearningHub or A*STAR to provide technology, job placements and training to drive company’s transformation.

Batch 35, along with previous STORM graduates, has already supported nearly 300 companies, enhancing job prospects and wages for thousands of workers.

Innovation through Collaboration

The STORM programme emphasises real-world case studies based on real Singaporean companies, encouraging participants to draw on their personal experiences. This dynamic fosters innovative ideas exchange between trainers and learners, ensuring the course materials remain relevant and cutting-edge. Now in its 38th batch, STORM has continuously evolved since its launch in 2016, thanks to the active collaboration with KTO.

Engaging Teamwork

Participants work in small groups to compete in developing the best OTR® strategy, culminating in a presentation to a panel of mock investors. This competitive environment not only enhances learning but also fosters camaraderie and valuable exchanges of best practises.

The success of STORM is greatly supported by KTO and OTCi’s (Ong Teng Cheong Labour Leadership Institute) course management and logistics efforts, as reflected in the consistently high satisfaction scores from participant surveys.
