PROGRAMME IN OPERATIONS MANAGEMENT INNOVATION (OMNI)

The Skills Framework Operations MaNagement Innovation (OMNI) Programme is a joint initiative by the Singapore Institute of Manufacturing Technology (SIMTech), a research institute of the Agency for Science, Technology and Research (A*STAR) and the SkillsFuture Singapore (SSG) Agency. The objective is to train key personnel - engineers, managers and senior staff of companies to be technology innovators to achieve manufacturing excellence. This is accomplished by promoting the use of operations management techniques and technologies that support a company’s strategy. This will ensure that operations improvement are both effective (align to company’s strategy) and efficient (achieve productivity gains).

About the WSQ OMNI Programme

The programme offers a proven Operations Management Innovation methodology (OmniMethodology™) based on R&D, proven through highly successful applications in various sectors of the manufacturing industry. It consists of two parts: classroom training and mentorship.

The classroom training focuses on transferring knowledge in operations management and use of this methodology. The mentorship reinforces the classroom learning by applying the said methodology in the student’s company. At this on-site training, the participant will identify operations improvement areas, generate suitable initiatives and develop implementation action plans that are based on productivity improvements, mentored by SIMTech’s trainers.

Uniqueness of the Skills Framework OMNI Programme

As operations management is a continuous improvement process, this programme equips participants with the necessary knowledge and skills, to systematically use the OmniMethodology™ to continuously improve the effectiveness and efficiency of the companies’ operations. This is similar to ensuring that companies can use this methodology to ‘fish’ for a life-time rather than be provided with fish for a day.

SIMTech’s OMNI Programme Sparks Business Productivities In Local SME

Local leader in robotic machine vision upskills key staff in operations efficiencies

JM VisTec is a leading local robotic machine vision specialist with regional presence in Asia Pacific and diverse sectors such as semiconductors, electronics, aerospace, automotives, solar cells, pharmaceuticals, fast-moving consumer goods, homeland security, and logistics, among others. Though an SME, it punches well above its weight in the industry and has partnerships with SIMTech and ARTC.

In advancing its technology, JM VisTec collaborated with ARTC to design an AI-powered automated empty bottle inspection system for one of Procter & Gamble’s product lines. JM VisTec is also a member of SIMTech’s Innovation Factory, and engaged the team to develop a 3D scanner with structured light for their machine vision solution. The 3D scanner is currently in the process of being commercialised.

JM VisTec recognises the importance of upskilling and training its staff. Several of its key staff recently completed SIMTech’s Programme in Operations Management Innovation (OMNI), which covers several key underpinning concepts to improving the effectiveness and efficiency of business operations – knowledge, mindsets, and skillsets that can have tangible, far-reaching impact on a business.

During the OMNI programme, participants identified a few key areas of opportunity for business development. First, they improved their capability in enhancing revenue through a self-developed Customer Relationship Management system built on SIMTech’s Digital Workflow Automation Solution. Secondly, they improved lead generation through several digital marketing efforts, beefing up their website with improved layout, navigation and content. They also revamped their digital platforms, more than doubling their followers. Thirdly, they enhanced their business efficiency in an internal Purchasing / Supplier Approval process, reducing the process lead time by more than half, from 3 weeks to an estimated 6 business days.

Besides the overarching OMNI programme, JM VisTec also invested in improving its staff’s technical knowledge through other SIMTech courses such as Dimensional Measurements and Metrology, and Engineering Optics and Optical Measurements.

A recipient of SIMTech’s MPTC Conference 2022 Productivity Partners Recognition Award, JM VisTec’s journey to being among today’s market leaders in machine vision and Industry 4.0 shows its leadership’s clear strategy to leverage smart multiplier partnerships and employee upskilling programmes with SIMTech and ARTC to further equip and grow the business and its human resources.

Module 1: Apply Operations Improvement Fundamentals (40 hours)

About this Course

This unit provides the necessary fundamental knowledge and concepts needed to understand operations management by introducing key concepts in operations improvement and productivity through:

  • Alignment of operations improvement to a company’s strategic intent,
  • Assessment of the performance of operations improvement based on productivity measurements,
  • Methods, tools and technologies that can be used to improve operations improvement, and
  • Application of the Operations Management Innovation methodology (OmniMethodology™) as a systematic approach to operations improvement that are effective and efficient.

On completion of this unit, participants will be ready to embark on an on-site company training mentored by SIMTech’s trainers using the OmniMethodology™. This is the first step towards becoming a technology innovator of a company.

Module 2: Improve Operations Actions Using OmniMethodology™ (On-site Mentorship) (40 hours)

About this Course

This unit trains participants to evaluate and identify operations improvement areas and set performance objectives. This is done using the OmniMethodology™ as a systematic approach to operations improvement that is both effective and efficient. This unit leverages on the knowledge learned in “Apply Operations Improvement Fundamentals”. The training will be company-based, with both on-site company sessions and scheduled review sessions. Upon completion of this unit, the participants will be ready to embark on the identification of suitable initiatives that can help the company improve its operations, achieve its competitive strategy and performance targets identified. This is the second step towards becoming a technology innovator of a company.

  • Applicants should possess a degree in any discipline or a diploma with a minimum of 3 years of related working experience.
  • Applicants who do not have the required academic qualifications are still welcome to apply, but shortlisted candidates may be required to attend an interview for special approval.
  • Proficiency in written and spoken English.

The full course fee for each OMNI module is $6,000 before funding and prevailing GST.

    The LTVP+ scheme applies to lawful foreign spouses of Singapore Citizens with (i) at least one Singapore Citizen child or are expecting one from the marriage, or at least three years of marriage, and (ii) where the Singapore Citizen sponsor is able to support the family.

    All LTVP+ holders can be identified with their green visit pass cards, with the word ‘PLUS’ printed on the back of the card.

    • ¹ Under the Enhanced Training Support for Small & Medium Enterprises (SMEs) scheme (ETSS), subject to eligibility criteria shown below.

      SMEs that meet all of the following eligibility criteria:

    Eligible for SkillsFuture Enterprise Credit (SFEC)

    SkillsFuture Enterprise Credit (SFEC)

    The SkillsFuture Enterprise Credit (SFEC) was first introduced during the Singapore’s Budget 2020 and then recently expanded to a larger group of employers in Budget 2022. It encourages employers to invest in enterprise transformation and capabilities of their employees. Eligible employers will receive a one-off S$10,000 credit to cover up to 90% of out-of-pocket expenses on qualifying costs for supportable initiatives, over and above the support levels of existing schemes.

    Submission of SFEC Claim

    Employers are required to submit their SFEC claims manually via its microsite if they fulfil any of the following scenarios:

    • Employers have sent their foreign employees (excluding foreign employees who hold Long-Term Visit Pass Plus) for training on a SFEC eligible course;

    Employers can only submit the claims for SFEC after their employees have completed the training course(s). Click here to download the SFEC Claim e-guide.
